Request for Proposals: Capacity Building

Introduction:
The Enchanté Network (TEN) is seeking the services of a consultant to design a 3-day Leadership Bootcamp geared toward leaders in 2SLGBTQI+ organizations, and facilitate it in French and in English.

Background of The Enchanté Network:
The Enchanté Network (TEN) is the largest network of 2SLGBTQI+ organizations in Canada. We connect, support and advocate for more than 200 independent 2SLGBTQI+ organizations. Our network spans every province and territory, and our members include 2 Spirit societies, pride centres, HIV/AIDS organizations, trans collectives, and countless other essential, frontline organizations.

Background of TEN’s Capacity Building Programs:
The Enchanté Networks Capacity Building Programs consist of events and opportunities for our members focused on building capacity within 2SLGBTQI+ service providers. These workshops and webinars equip our members with the key skills needed to build or grow a 2SLGBTQI+ organization.

Scope of Work:
With the support of the selected consultant, The Enchanté Network will develop a 3-day Leadership Bootcamp that will assist leaders within 2SLGBTQI+ organizations to develop skills in leadership, communication, fund development and financial management and diversity and inclusion. The successful consultant will design the training material and facilitate one 3-day Leadership Bootcamp offered in English, and one in French, including all learning modules, a facilitator guide, and a participant guide/workbook.

The successful consultant will be responsible for the following:
Module Formation

Develop a series of modules in English and French that focus on the following categories: Leadership, Fund Development, Board support and Development, Financial Management, Human Resources, Operations and Technology, Programs and Advocacy, Community Relations and Communication, Compliance and Best Practices, Anti-Racism and Anti-Oppression
Develop a participant manual for each module in English and French
Embedded in each module should include relevant best practices and approaches

Facilitation

Design a facilitation guide in English and French that corresponds with each module. The facilitator guide should include the slide deck and detailed speakers notes
Lead a Leadership Bootcamp in each language as the lead facilitator

The successful consultant will:

Design all learning modules for the Leadership Bootcamp in English and French
Complete the facilitation guide that includes the slide deck, detailed speaker notes in English and French
Design a participant manual for each module in English and French
Facilitate the Leadership Bootcamps in English and French

Note: Final formatting and branding design of the above material will be completed by TEN.

The Consultant will submit their drafted sections for review and feedback from TEN staff, and will submit a second draft incorporating this feedback. The successful consultant will complete the aforementioned tasks with appropriate direction and supervision from TEN’s Executive Director and Manager of Programs.

TEN will be responsible and assist with the following:

All external promotion of the Leadership Bootcamp
Co-hosting and moderating all virtual events related to the Leadership Bootcamp
Managing the branding design of all external material

Privacy and Professionalism Expectations:

The Consultant will not share their workshop or training content with any individual or organization other than TEN
The Consultant is to notify TEN within 24 hours of any issues or problems in relation to any work completed under the contract as they arise
Any work product as the result of this project is the sole property of the Enchanté Network, and the consultant will delete and destroy all project data upon the end of the contract

Timeline:

Consultant Proposals due: June 5, 2023
Successful Consultant Selected: June 19, 2023 by 5 PM EST
Contract begins: July 4, 2023
Draft training material due September 5, 2023, with final draft completed by October 2, 2023

Language Requirements:
The language of all deliverables will be English and French.

The draft and final content must be available in English and French.

Contract Period:
This contract shall extend from the date of contract signature through to November 1, 2023

Place of Work
All work outlined in this contract will be conducted virtually and virtual training spaces for the bootcamp will be provided by the Enchanté Network as needed.

Proposal Requirements:
Proposals should be no more than 3 pages in length, not including appendices.

Proposals should include:

Description, background, and experience of the consultant (or their firm if applicable) and any collaborators
Proposed Project Timeline
Key considerations and description of the approach to the project’s design, implementation, and analysis
Project Budget, which shall not exceed $7,000 CAD

NOTE: 50% of the contract payment will be provided to the successful consultant at the beginning of the contract.

Evaluation Criteria:

50%	Relevant Expertise	Experience and/or knowledge working with 2SLGBTQI+ communities and/or organizations Experience conducting and designing learning modules Experience in facilitating in adult education settings Understanding and experience applying principles of anti-oppression, anti-racism, intersectionality, and indigenization, as it aligns with TEN’s values
25%	Project Management	Demonstrated ability to work within the timeline of the project
25%	Quality of the Proposal	Quality and content of written proposal Clear communication and understanding of the project timeline and deliverables
